Drei Regierungschefs in drei Tagen, das schaffen nicht viele. Die Tatsache, dass Madagaskars Übergangspräsident am Freitag den von der Opposition mitgetragenen Premier entließ, am Samstag eine Frau zur Nachfolgerin ernannte und sie schon am Sonntag durch einen Militär ersetzte verheißt nichts gutes für die Neuwahlen, die eigentlich für den 20. März angekündigt sind.
Vor knapp einem Jahr hatte sich Andry Rajoelina an die Spitze einer Protestbewegung gesetzt und nach einem kurzen blutigen Machtkampf seinen demokratisch gewählten Vorgänger Marc Ravalomanana aus dem Amt gejagt. Ravalomanana hatte den Inselstaat vor der Ostküste Afrikas zuletzt zunehmend autokratisch regiert, sich selbst schamlos bereichert und vor allem mit einem sehr unvorteilhaften Land-Deal mit Südkorea seine Bürger verärgert. Doch der erst 35-jährige Rajoelina, der bislang vor allem als Diskjockey bekannt geworden war, inzwischen aber über umfangreiche Wirtschaftsinteressen verfügt, entpuppte sich als noch weit erratischer Herrscher.
Nach wie vor sehen Nachbarn und die westliche Staatengemeinschaft Rajoelina zu Recht als Putschisten, Investoren wie Daewoo aus Südkorea zogen sich zurück, ausländische Hilfe liegt auf Eis, bis sich die Lage nach der nun für März geplanten vorgezogenen Wahl klärt. Aber danach sieht es nicht wirklich aus, die Verhältnisse werden immer undurchsichtiger.
Die innenpolitische Annäherung erlitt am Freitag einen schweren Rückschlag, als Rajoelina ohne Angabe von Gründen den Regierungschef Eugene Mangalaza entließ. Dieser war im Oktober ins Amt gekommen – als Ergebnis eines komplizierten Stillhalteabkommens zwischen Regierung und einer inzwischen vielschichtigen Opposition, die sich auf eine gemeinsame Übergangsregierung geeinigt hatten.
Zunächst nominierte Rajoelina Cecile Manorohanta zur Nachfolgerin, doch am Sonntag hatte er es sich schon wieder anders überlegt und ernannt Oberst Albert Camille Vital zum Regierungschef. Der ergriff gleich das Wort und kündigte an, alles zu tun, um die Sicherheit der Bevölkerung und eine ordnungsgemäße Wahl zu gewährleisten.
Der erste Teil klingt glaubhaft, doch dass ausgerechnet ein Militär eine saubere Wahl organisiert wäre ein echtes Novum.
UPDATE: Dieser Eindruck erhielt am Montag weitere Nahrung, als Rajoelina das Powersharing-Abkommen mit der Opposition auf den Müll warf und die dadurch etablierten Posten von zwei Vize-Präsidenten wieder abschaffte. Alle Vermittlungsbemühungen der Uno, der Afrikanischen Union und der Südafrikanischen Entwicklungsgemeinschaft würden damit über den Haufen geworfen, urteilt die BBC-Korrespondentin vor Ort.
